Hurricane Nicholas, now a tropical cyclone, landed on the Texas coast on Tuesday, with up to 20 inches of rainfall on parts of the Gulf Coast, including the same area struck by Hurricane Harvey in 2017 and Louisiana struck by a storm. It brought a threat.
